About the Recipe
This recipe for raagi neer dosa came about after a small argument with my husband. While he was cleaning our kitchen pantry, he found a packet of raagi flour. He nagged me to use it before it expired. I misunderstood and started arguing with him :-).
When I calmed down, I realized what he was trying to say. I thought of things I could do with the flour. I added water and made a thin batter. I then proceeded to pour it on a hot Tava and made dosas.
It worked and it worked well. I decided to add more ingredients and there it was; the perfect neer dosa. Raagi Neer Dosa is the easiest and quickest recipe that you will make. Thanks to my husband and his nagging, I now have a no-fuss recipe that is delicious and quick to make. He was more than happy to credit for my idea.
What is Neer Dosa
Neer Dosa is a crepe traditionally made with rice flour and water. It is a classic Mangalorean dosa recipe where a thin batter is poured over a hot Tava/Skillet. How did I come up with this recipe for Raagi Neer Dosa
Rice flour and raagi flour are gluten-free and have similar properties. So I decided to use the traditional neer dosa recipe and try it out with raagi flour instead of rice flour. The only difference would be the color and taste.
However, I still wanted to try it out. So I made the batter with raagi flour and tested it. I asked my husband to try the first one, and He loved it. I decided to improvise this recipe further. So I added onions and green chili for flavor and heat. Those additional ingredients really made a difference in taste and there it was a brand new recipe … Raagi Neer Dosa was born.
What is Raagi
Raagi is a finger millet that is nutritious and known for many of its health benefits. It is a popular ingredient in South India, especially in Karnataka. There are many Raagi recipes, and it is gaining popularity due to their multiple health benefits. I have one other recipe with Raagi and will be posting some more. So watch out for this space.

Where can you buy Raagi (Finger Millet)
Raagi flour and whole raagi are available in Indian stores. You can also find them on Amazon (see pics below for reference)
Ingredients Notes and Substitions
Raagi Flour: is the main ingredient for this recipe. You can find raagi flour in the Indian store as well as on Amazon. Raagi flour is made from whole raagi that looks like mustard seeds and is reddish brown. The raagi flour has a pinkish hue to it.
Onion: finely chopped onion is another ingredient that I add to the batter. It adds a nice layer of flavor to the dosa.
Green Chilies: finely chopped green chilies is added for heat. It is an optional ingredient.
Sugar: is the ingredient that I add to balance out the hint of bitterness of the raagi flour
Water: is required to make a batter. This consistency of this batter is thin and runny. So water is one of the main ingredients.
Salt and oil: is used as required.
Instructions to Make the Raagi Batter
- Add raagi flour to a mixing bowl.
- Next, add onions, chilies, sugar, and salt. Add water gradually and mix to make a thin, watery batter.
Instructions to Make Raagi Neer Dosa.
- Heat a Tava/Skillet. Apply oil all over the Tava surface.
- Pour a ladle full of batter onto the Tava and swirl it around so that the batter covers the pan (see video below).
- Cover it with a lid to cook for a couple of seconds.
- Remove the cover. You know it is ready when the top of the dosa looks cooked, and the edges separate from the side of the pan.
- Fold the dosa into half twice and remove it from Tava.
- Serve it with coconut chutney.
Yes, most dosas are gluten-free. Dosa is made with rice flour, raagi flour, whole mung beans, etc., and is naturally gluten-free. Traditional dosa and idli made with a combination of urad daal and rice are also gluten-free.
Yes, you can use the whole raagi for this dosa recipe. However, the instant recipe factor will no longer apply. You will have to soak the whole raagi in water for an hour. Blend it into a batter and then use it to make dosa/crepe.

- 1 cup raagi flour
- 1 1/2 cup + 1tbsp water
- 2 tbsp finely chopped onion
- 2 green chilies chopped
- 2 tsp sugar
- salt as per taste
- oil as required
